Mexico has a network of 12 Free Trade Agreements with 46 countries (FTAs), 32 Agreements for the Reciprocal Promotion and Protection of Investments (APPRIs) and 9 limited scope agreements (Economic Complementation Agreements and Partial Scope Agreements) in the framework of the Latin American Integration Association (ALADI).
In addition, Mexico actively participates in multilateral and regional organizations and forums such as the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation Mechanism (APEC), the Organization for Economic Cooperation and Development (OECD) and ALADI.

When exporting or importing a product, you must know the code with which it is identified based on an internationally adopted system known as the Harmonized Commodity Description and Coding System. This code, made up of 6 homologous digits at the international level plus two additional ones assigned by each country, allows you to determine the tariff regulations and non-tariff restrictions to which your product will be subject in the importing market. Likewise, it facilitates commercial transactions by using the same code for a product in any country, regardless of differences in language. The customs law only authorizes the Customs Agent and the SHCP to determine the tariff fraction, given the degree of specialization, technical complexity and the risks and responsibilities that a misclassification implies.

Article 40 of the Customs Law establishes the obligation to use a customs agent for import or export operations. To choose a customs agent, it is necessary to first determine the customs office of exit and/or entry of the merchandise and we can offer you the best option.

• Tariff regulations are taxes (tariffs) that must be paid at the customs of a country, by importers or exporters for the entry or exit of goods. In Mexico, most products do not have export tariffs.

 

• Non-tariff regulations are the measures established by governments to control the flow of merchandise between countries, either to protect the productive plant and national economies, or to preserve the goods of each country, in regard to the environment. environment, health, animal or plant health, or to assure consumers of the good quality of the products they are purchasing, or, where appropriate, to make them aware of the characteristics of the same goods that are eligible for foreign trade.

The Tax Administration Service (SAT), through the Importers Registry Administration, attached to the General Customs Administration, is in charge of creating a complete and reliable Importers Registry, to combat tax evasion, encourage the control of foreign trade operations, avoid the informal economy by controlling importers who bring goods into the country and encourage compliance with their tax obligations; as well as prevent and detect different customs fraud practices that affect both the federal treasury and the country's productive sectors, including smuggling. Enrollment in the list of importers is a requirement for people who wish to import.
Only those who export the following goods are required to register in the Register of sectorial exporters (the procedure is free):

• Beverages with alcoholic content and beer.
• Alcohol, denatured alcohol and uncrystallizable honeys.
• Shaped tobacco: (cigars, cigars and other shaped tobacco).
• Energy drinks.

The Certificate of Origin is a document that certifies that the exported merchandise originates from a certain country. Origin is determined by the country or territory where the product was manufactured or where it underwent the last substantial transformation.
